Sir.

I have the honour to acknowledge receipt of your despatch No. 82 of December 28, 1911. You have, I think,

mistaken the proposal made in mine of the 22nd ultimo. I had

that no intention of urging the claim on account of the cessation of

the through Railway Service should necessarily be made "on those

at present administering the Government". My view was that as

ed the claim is in strict accordance with the obligation admitting

by the Chinese Authorities, it should be paid on the certificate of the Railway Administration, as an acknowledged charge on the

receipts of the Railway, out of Railway earnings. This I under-

stood Mr. Alaton to fully concur in.

A claim of this nature is in quite a different category from indemnity claims which are the subject of diplomatic negotia-

tion rugh through the Legation, in that it is fully admitted.
